中国内地出具的有关涉外公证书或其他相关证明文书等在送往外国使用前，按照国际惯例和我国领事实践，一般情况下，需要办理外交部领事司或其授权的地方人民政府外事办公室（以下简称地方外办）和外国驻华使领馆的领事认证。反之，外国出具的有关文书拟送往我国使用前，一般情况，需在当地办理有关公证及认证后，再到我国驻该国使领馆办理领事认证。

什么是公证（书）？

公证书，是指公证处根据当事人申请，依照事实和法律，按照法定程序制作的具有特殊法律效力的司法证明书，是司法文书的一种。是法律界常用的应用写作文体之一。公证书是公证处制作并发给当事人使用的法律文书。

公证机构应当按照司法部规定或批准的格式制作公证书。公证书为16开大小，由封面、正文、封底组成。制作公证书应使用中文。在少数民族聚居或者多民族共同居住的地区，除涉外公证事项外，可使用当地民族通用的文字。 根据需要或当事人的要求，公证书可附外文译文。

例如：中国的高中毕业证，成绩单，大学毕业证，大学成绩单上面都是汉语，但是在国外使用，其他国家的人是看不懂的，就需要翻译成当地国家的语言。 为了证明学历文件的真实性，需要把文件交到公证处去做公证，由公证处翻译并证明申请人的学历文件和译文是真的，这就是公证书，也叫做“公证”。

什么是单认证？

领事认证就是指一国外交、领事机构及其授权机构在公证文书或其他证明文书上，确认公证机构、相应机关或者认证机关的最后一个签字（签章）或印章属实的活动。

什么是双认证（或领事认证）？

双认证中的“双”就是指双方国家。既然是双方国家的认证，那么就需要把在公证处做好的公证书经过中国外交部或者授权的各地方外事办认证后，再拿到文件使用目的地国家的驻华大使馆或者领事馆做认证，这样双方国家就都认证了，从而称为双认证，也叫领事认证。领事认证是对国内涉外公证书、其他证明文书或者国外有关文书上的最后一个印鉴、签名的真实性予以确认的活动。

Before sending the relevant foreign-related notarial certificates or other relevant certification documents issued by mainland China to foreign countries for use, in accordance with international practices and Chinese consular practice, under normal circumstances, the Department of Consular Affairs of China Ministry of Foreign Affairs or the foreign affairs office of the local people's government authorized by it needs (below referred to as local foreign affairs offices) are in charge of processing the said documents before they are able to be proceeded further within foreign embassies and consulates in China. What is a notary Certificate?

Notarial certificate refers to a judicial certificate with special legal effect produced by the notary office according to the application of the parties, in accordance with the facts and laws, and in accordance with legal procedures. It is a type of judicial document. It is one of the most commonly used applied writing styles in the legal profession. A notarial certificate is a legal document produced by a notary office and issued to the parties for use.

The notary office shall produce notarial certificates in the format prescribed or approved by the Ministry of Justice or similar functional government organizations . The notarial certificate is normally 16K in paper size and consists of a front cover, a main body and a back cover. The notary certificate should be produced in Chinese. In areas where ethnic minorities live together or where multiple ethnic groups live together, except for foreign-related notarization matters, the languages commonly used by the local ethnic groups may be used. According to the needs or the request of the parties, the notarial certificate can be accompanied by a foreign language translation.

For example: Chinese high school diplomas, transcripts, college diplomas, and college transcripts are all in Chinese, but if they are used abroad, people in other countries cannot understand them, so they need to be translated into the language of the local country. In order to prove the authenticity of the academic documents, the documents need to be submitted to a notary office for notarization, and the notary office will translate and prove that the applicant's academic documents and translations are true. This is a notarial certificate, also called " notarization " .

What is (single) legalization ?

Consular legalization refers to the activity of confirming the authenticity of the last signature (signature) or seal of a notary, corresponding authority or certification authority on a notarized document or other certification documents by a country's diplomatic, consular or authorized agencies.

What is dual legalization (or called double legalization)?

" Double " in dual certification refers to both countries. Since it is the authentication of both countries, then the notarial certificate prepared in the notary office needs to be authenticated by the Chinese Ministry of Foreign Affairs or authorized local foreign affairs offices, and then get the document to be authenticated by the embassy or consulate of the destination country in China. , so that both countries are authenticated, which is called dual authentication, also called consular authentication. Consular authentication is an activity that confirms the authenticity of the last seal and signature on domestic foreign-related notarial certificates, other certification documents or relevant foreign documents.
